Heilongjiang is a province in the northeastern China. It borders
with Russia on the north and eastern sides with Heilongjiang River
and Wusuli River running between the two countries. The province
touches on the Inner Mongolian Autonomous Region in the west and
Jilin Province in the south. The province occupies an area of 460,000
square kilometers. There are 13 prefecture-level administrative
units in the province and Ha'ebin on the Songhuajiang River is the
capital seat of the province.
Through years' development, telecommunication in the province has
laid a sound foundation. By the end of 2001, there had been four
telephones per 100 people in the province and there had been 40,000
mobile phone users. At present all towns and villages in the province
have telephone connection. The year 2001 witnessed rapid growth
in digital data and internet businesses in the province, adding
765,000 new users to the client base and accounting for 4.6% of
the total telecommunication revenue.
