A coastal province in the south of the Northeastern China, Liaoning plays a central role in connecting the Northeastern Economic Belt and the Bohai Sea Economic Belt. To the south of the province is the Bohai Sea, Yellow Sea, and North Korea is across the Yalu River. Japan is across the sea in the southeastern direction. Jilin, Inner Mongolia and Hebei are neighbors in the east, north and west respectively. Liaoning is not far from Russia. The province is a regional center in the continental bridge between Europe and Asia and serves as an important gateway for international trade and international relations for the northeastern China. The land area is 145,900 square kilometers. The population is 41.71 million. There are 14 municipalities in the province, which in turn have 44 counties and cities under their respective jurisdiction. The capital city is Shenyang.

At present all 14 municipalities and 44 counties and cities are connected with programmed domestic and international telephone network. In 19999, the annual telecommunication business revenue stood at 15.83 billion, a 19.7% increase over the previous year. The total telephone exchange capacity amounts to

7.95 million sets in the province. A transmission trunk network with Shenyang as its center radiates out mainly in the digital microwave. What is more, modern means of transmission such as three-type fax, digital transmission, wireless paging and mobile have been taking off. During the 10th Five-Year Plan, the total business revenue for the provincial telecommunication industry will reach 40 billion and users of data, multimedia and internet will be 11 million. The diffusion rate of the telephone will be 60 sets per 100 people. The optical cable trunk lines will increase by 8,775 kilometers and access network will amounts to 28,000 kilometers. The year 2002 will play a strategic role in realizing the ambition of the 10th Five Year Plan. This year, the total investment in the province's telecommunication sector will amount to 15 billion, a 20% increase. The total revenue will grow up to 24.5 billion, a 16% increase. There will be 3 million new phone subscribers, a 21% increase.
