Traditionally known as Jin, Shanxi province is located in the eastern part of the Loess Plateau western of the Taihang Mountain. The land area is over 150,000 square kilometers and the population is 30.12 million. The capital city is Taiyuan.

Through years' development, the telecommunication capability in the province has remarkably improved. The local exchange network capacity has surpassed 7 million across the province. Advanced optical cable and digital transmission technologies have been adopted. By the year 1998, the total optical cable trunk line had totaled 66.557 million kilometers; there had been nine digital/microwave trunk lines newly completed; 98 counties across the province had been connected with optical cable. All the cities at the county-level and above and some villages and towns had digital transmission routes. and lay a high-capacity and high-speed foundation for the provincial information expressway. As the construction of telecommunication infrastructure takes off, telecommunication becomes more popular. Over 2000 villages and towns now can access automatic telephone services. 96% of them can have access to direct dial domestic and international services. The province now boasts over 300 villages which have telephones in each household. A telecommunication satellite ground station in Taiyuan enables the provincial capital to have fast and easy links to Ha'ebin, Hangzhou, Guiyang, Haikou, Nanchang, Chongqing, Nanning and Fuzhou. The "air telecommunication bridge" connects the province with all corners of China and testifies to the fact that Shanxi Telecommunication is part of the national telecommunication satellite network.
